This report describes the mechanisms that can lead to blistering of asphalt pavements. The most likely causes that were identified include moisture vapor pressure, soluble salts, uncured steel slags and microbial action. The effect of factors such as mix characteristics, aggregate properties, drainage, temperature, and construction procedures are discussed and procedures which can minimize the occurrence of blister formation are proposed. For pavements that have blistered, suggestions are made on how the practicing engineer can determine the probable cause.
